Our Story

From Antitrust Law to America's First Executive Suite

In the early 1970s, C. Jack Pearce served in the U.S. Department of Justice Antitrust Division, where he led the effort to deregulate the trucking industry. After that landmark achievement, he left government service and founded the law firm Pearce & Brand to help companies navigate the new regulatory landscape.

When the law firm later split, Jack found himself with excess office space. Rather than let it sit empty, he began marketing it to out-of-town law firms needing a Washington DC presence — and in 1978, Washington Office Incorporated was born.

As demand grew beyond the legal profession, Jack expanded the concept to serve other industries, forming Office Services Incorporated (OSI) in 1981. This gave rise to the first executive suite in the United States — and only the second in the world, after a pioneering suite in London.

Jack's antitrust background instilled a deep commitment to clear pricing and fair terms. From the very beginning, he insisted on transparency in cost and conditions of service — a principle OSI upholds to this day.
